Four tables are still in dialogue between representatives of the indigenous movement and the Government.Photo: Ministry of GovernmentAfter 18 days of mobilizations, on June 30, 2022, the strike ended in Ecuador with the signing of the act for peace.The Government and the indigenous movements reached an agreement to end the protests after dialogues and peaceful agreements.To reach this consensus, the Government decided to reach 10 agreements with indigenous organizations such as reducing Diesel, Extra, Ecopaís fuel by a total of 15 cents per gallon, among other requests.After this, 10 thematic tables were formed to deal with various points together with the indigenous sector.Within the dialogue tables are: fuel targeting, public and private banking, productive development, employment and labor rights, energy and natural resources, collective rights, higher education, price control, access to health, security, justice and rights. .The dialogue tables between the Government and indigenous organizations began on July 13, 2022, at the Ecuadorian Episcopal Conference.The first two topics that were worked on in the first week were: targeting of subsidies and public and private banking.On the subsidy targeting table, after 90 days of starting, agreements have not yet been reached because, according to the authorities, it is one of the most complicated tables to reach consensus.On the other hand, the public and private banking table reached an agreement between delegates from the National Government and indigenous organizations on July 18, 2022.The 10 tables were expected to close within 90 days.However, the parties decided to end it on October 14 at 4:00 p.m.The Minister of Government, Francisco Jiménez, mentioned on October 5 that 128 agreements were established in the different tables that were closed with the indigenous organizations.These are the tables that have already been closed:Tables that have not yet been closed with agreements:At the health access table, one of the requests of the indigenous movement is that nearly 1,500 people who were dismissed from the health sector as a result of the pandemic be reincorporated.Social organizations consider improvements in: rights in the public and private sectors, job insecurity, the IESS situation, wage increases and pensions.Despite the completion of several points, the indigenous organizations have mentioned that several agreements are still not being implemented.They have also said that some key points have not yet been handled or received a response from the Government.One of the main problems for the indigenous movement is that, at the moment, there are still no actions on price control since small producers continue to be affected by this problem.One of the tables that has presented the greatest inconveniences is the targeting of subsidies.Leaders and authorities reached a consensus to establish that this table will be defined until the last day of the negotiations.However, it is believed that no agreements will be reached until October 14.Therefore, the Government intends to continue working on these issues after the closure of the tables.Regarding comprehensive reparation for the people who were involved in the latest demonstrations, the Government mentioned that there are no conditions to establish a fund for that purpose.Sandra Molina, Vice Minister of the Interior, indicated that a technical commission was created to review each of the cases and identify the needs that can be covered as humanitarian support.It is planned that the four tables that are still open will close on Friday, October 14, 2022.From the indigenous movement they will analyze the results, agreements and disagreements in the annual assembly of the Conaie next month.More news from Ecuador:© Rights reserved 2022 EL COMERCIO Group.The total or partial reproduction, by any means, of all the contents without the express authorization of Grupo EL COMERCIO is prohibited.
